Hi,
Is there any other module we can enter our Budget and Encumbrance other than GL module.

There is no other module. However if you use OFA/PSB you might want only the budget information in those modules to be replicated into GL
|

In addition to Oracle Financial Analyzer (OFA) and Public Sector Budgeting (PSB), you also now have Enterprise Planning and Budgeting (EPB), but all of these are solutions for the budgeting and planning process.
If all you want to do is to enter an existing budget into the General Ledger, I think you might want to take a look at ADI (Application Desktop Integrator) which allows you to enter the budget into a Microsoft Excel spreadsheet template.
