I installed oracle 10g EE and when I try to connect to my database from JDeveloper I make a new connection and when I try to test it it reports an IO Exception: the network adapter could not establish the connection.
PLs help

is the listener up? what is the output of lsnrctl status command?

is the tnsnames.ora configured? what is the output of tnsping <service_name> command?

I'm not sure about listener? how do I get it up?
my database is on.
